About EOCIL
Eastern Oregon Center for Independent Living (EOCIL) is a nonprofit community-based resource and advocacy center that promotes independent living and equal access for all persons with disabilities. Based in Ontario, Oregon, with a second office in Pendleton, it serves consumers in 10 eastern Oregon counties: Baker, Gilliam, Grant, Harney, Malheur, Morrow, Umatilla, Union, Wallowa and Wheeler. EOCIL operates from a philosophy of consumer control, peer models and self-advocacy. The desired outcome of all EOCIL independent living services is to improve the individual's ability to function, continue functioning, or move toward functioning independently in his or her family or community.
A center for independent living is a consumer-controlled, community-based, cross-disability, nonresidential, private nonprofit agency that is designed and operated within a local community by individuals with disabilities.
"Consumer-controlled" means that the center vests power and authority in individuals with disabilities.
"Cross-disability" means the center — EOCIL — provides independent living services to individuals representing a range of significant disabilities.
EOCIL recognizes that all individuals are endowed with civil and human rights. These rights are not abridged by the presence of a disability. EOCIL complies with all applicable state and federal laws and regulations and guarantees the provision of all rights established by law. Individuals will not be excluded from services based on gender, age, race, color, disabilities, religion, origin or sexual orientation.

Funding
Funding is provided through grants, donations and membership dues charged to individuals, businesses and civic organizations.

Consumers
EOCIL assists persons with significant physical, sensory, cognitive or mental disabilities, their families and the Eastern Oregon community at large to become aware of and to use services and options available to them in their community.
Significant disability means a severe physical, mental, cognitive or sensory impairment that substantially limits an individual's ability to function independently in the family or community or to obtain, maintain, or advance in employment and for whom the delivery of Independent Living services will improve the ability to function, continue functioning or move toward functioning independently in the family or community or to continue employment. There are no restrictions based on disability, age, sex, race, ethnicity, sexual orientation or veteran status.
A disability could be:
- AIDS
- Psychiatric
- Physical, orthopedic
- Learning disability
- Developmental disability
- Hyperactivity, concentration difficulties (ADD or ADHD)
- Brain damage caused by accident or stroke
- Blindness or nearsightedness
- Deafness or being hard of hearing
- Multiple chemical sensitivity (MCS) or environmental illness (EI)
There is no direct fee required to obtain services. If you are receiving services from an agency that contracts with EOCIL and you are interested in working with us, please feel free to arrange a free pre-service interview with an independent living specialist to determine your needs.
Note: If you live with MCS or EI, you may request an intake meeting for services in a self-identified safe environment by calling an EOCIL service coordinator or the center director.
